Clarity Before Concern: Reading China's New Facility in Laos

China has announced that a joint military support and training centre, about 50km north of Vientiane, is now operational. The facility includes a new airfield and an aviation academy, which China says will train Lao air force pilots.

In comments to Free Malaysia Today, Bait Al Amanah Research Officer Thaha Albana Turmuzi said Malaysia should avoid reading the facility as a threat before it understands how Beijing intends to use it.

Start with what we do not know

Public information about the centre, and about the nature of China's military presence there, is still thin. Two questions matter most: whether Chinese troops will be permanently stationed at the site, and how much access they will have to it. Thaha suggested Putrajaya could ask Laos for these details through diplomatic and ASEAN channels.

Transparency over pressure

Thaha argued that the priority should be greater transparency, not public pressure on Laos over its ties with China. Malaysia should first treat the centre as a "sovereign bilateral arrangement" between two states, not automatically as a threat.

What to watch

This is a posture of watchfulness, not indifference. Thaha said Malaysia should monitor how the arrangement develops, particularly if military and infrastructure cooperation expands. The issue would become more significant for Malaysia and ASEAN if the region began hosting other Chinese military facilities. China already operates another joint training and support centre at Cambodia's Ream naval base, which gives it direct access to the Gulf of Thailand and the broader South China Sea.

The sequence matters: establish the facts, engage through ASEAN and diplomatic channels, then judge. Reacting to the label "military base" before understanding the arrangement risks costing Malaysia influence it could use to get answers.
